xvcd Changing bit rates etc???

I don't understand how to change the bit rates and settings for higher resolution. My encoder is the latest TMPGEnc download. I import my mpeg1 video or avi but the TMPGEnc doesn't let me change anything like that. Where do I find the settings changes. Help!!
